Just because Oars' body was the 900th zombie body made and Oars was the most recent zombie made doesn't mean there are only 900 zombies. It said 900 before Luffy's shadow was put in, and there were other zombies made in between Oars' body being discovered and Luffy's shadow being put in (including Zoro and Sanji).
